Of the 54 witerests appear likely to be set aside to protest against any appropriation of without the consent of Hell's Sort Land at Kowloon.
I consider that it is for the advantage of the Imperial Govt, that these huts should be built on Nakris Range; I would remark that they are only temporary & cannot therefore interfere with the eventual appropriation of the land.
I am further to inform M. E. that every day's delay in going on with this work costs about #10, & as no queries put by me have any bearing on the question of the receipts for these huts, of which Jane is the only judge, the responsibility of this delay must rest with the Colonial Govt.
